Rules and Conduct  Committee Policies

In keeping with the sportsmanship and integrity of the game of golf, the MSIS has established a Rules and Conduct Committee (RCC). The RCC is elected each year by the MSIS Team Representative Committee and serves for a term of one year. Following is an overview of the policies regarding Rules and Conduct for the MSIS as established by the MSIS leadership and supervised by the RCC.

Procedure

• Issues relating to Rules or Conduct should be reported to The Tournament Chairman who will in turn refer to the appropriate RCC Committee member for review.
• Issues may be self-reported or reported by the observing player.
• Review will be completed as quickly as possible onsite, or upon receipt of additional information.
• Decisions to take action will require unanimous approval from the RCC.
• An RCC member whose own team’s player is at issue, will remove himself from that decision, allowing only the remaining RCC Committee members to unanimously approve the decision.
• Any actions taken will be communicated to the Player, to his Team Representative, and to the Tournament Chairman.

Rules

• The USGA rules of golf will be adhered to along with the established MSIS local rules.
• For rules violations, the appropriate penalties should be applied during play.
• For violations that were not addressed during play, but were reported after play, the RCC will determine and assess the appropriate penalties, if any.
• Penalties may include, but not be limited to education, warning, points reduction, disqualification, or suspension.
• The Team Representative and the Tournament Chairman will be advised of rulings.

Conduct

• USGA guidelines will be followed for inappropriate conduct.
• Observed conduct issues should be addressed during play when appropriate.
• Otherwise, conduct issues should be reported immediately after play and will be reviewed by the RCC.
• Actions taken upon review may include but not be limited to education, warning, or suspension as deemed appropriate by the RCC.
• The Team Representative and the Tournament Chairman will be advised of actions.
