Speed-of-play discussions consumed a large portion of the available time at the Annual Team Reps Meeting in Janary 2009. Most of you will agree that speed-of-play is the number one problem with MSIS.
 
    In the end we decided to try having the low handicapper in each foursome be designated as the 'Speed-of-Play Monitor' for that group.  For each MSIS match, look at your foursome's scorecards and identify that person.
 
    The 'Speed-of-Play Monitor' is asked to watch what is going on in his foursome and talk to any player who may be slowing play.  This is especially true if your foursome is falling behind the group in front of yours.
 
    Each player is asked to heed any advice given by the 'Speed-of-Play Monitor'.

    After each match, if your group was 1 or more holes behind at some point, the 'Speed-of-Play Monitor' should report problem players to barneypo@bellsouth.net.  Be specific.  Give details so we can help those players.  If certain players are continually identified we will take action to correct the problem.

 
    Things that the 'Speed-of-Play Monitor' will be looking for include:
  1. Keep the foursome in front of you, one shot maximum ahead of your group.
  2. Limit: 3 minutes looking for a lost ball. (this is a MSIS Rule!  See MSIS Local Rule 5.2)
  3. Hit a provisional ball if there is a chance your ball went out of bounds or may be lost.
  4. Pick up your ball if you are out of the hole. (You cannot score a point and you have reached your maximum *Equitable Stroke Controlled (ESC) score.)
  5. Play ready golf.
  6. Unless you are in someone’s line, continue putting until the ball is in the hole.
  7. No ball hawking.
 
    *Equitable Stroke Controlled (ESC) score:

          Handicap             ESC

  • 0-9                       par + 2
  • 10-19                        7
  • 20-29                        8
  • 30-39                        9
  • 40-49                       10
 
        Please take this in the spirit it is intended.  The intent is to make MSIS rounds more pleasant for us all.  The monitors certainly do not cherish their position and you don't want to be the cause of slow play.  We can improve on this if everyone cooperates.
